Council approves SRF project plan focused on lead-service-line replacements (Resolution 26-07)

The Eskanaba City Council on May 21 approved Resolution 26‑07 to advance a Drinking Water State Revolving Fund (SRF) project plan focused on lead service line replacement.
Engineering representative Stacy Eagle of C2AE told the council the reduced-scope plan targets approximately 420 service lines at an estimated total cost of about $8 million. Eagle presented a bond schedule that assumed a 30‑year bond and provided a worst‑case per‑user estimate of about $431 per month in debt service; with the SRF principal-forgiveness level being discussed (up to 49%), Eagle said that cost could be roughly halved in a best-case forgiveness scenario.
Staff said the city has completed substantial lead service line work in prior years (citing 608 services in 2024 and 674 in 2025) and planned roughly 900 for 2026; the reduced-scope proposal would add the ~420 services identified in the SRF packet. Council approved the resolution and also designated the city manager as the authorized project representative for SRF purposes.
Councilors asked clarifying questions about the project plan, cost impacts to users and whether Eskanaba meets the state’s overburdened-community criteria for additional forgiveness. Staff noted Eskanaba was not designated as overburdened this year, but the SRF round targeted lead-service-line funding and officials said they expected a reasonable chance for partial forgiveness. The resolution passed on a roll call.
