Eskanaba council adopts $2026–27 budget, sets city millage at 17.442 mills

The Eskanaba City Council on May 21 approved the city’s FY2026–27 operating budget, capital improvement plan and master fee schedule and set the property tax rate at 17.442 mills.
Administration said the council had held four public hearings and three budget work sessions before the final hearing. The council opened the hearing, received no public comment and then voted to adopt the budget and the millage as published.
During roll call the clerk recorded affirmative votes from Councilor Dart, Councilor Flaw, Councilor Mort, Councilor Bosch and Mayor Emma. The motion carried.
Council also scheduled a special meeting for May 28, 2026, at 9:00 a.m. for the second reading, public hearing and adoption of related appropriations and tax levy ordinances (Ordinance Nos. 1320 and 1321). Other utility-rate first readings (electric, water and wastewater ordinances 1322–1324) were set for second readings and public hearings on June 1, 2026 at 9:00 a.m.
Administration noted the wastewater ordinance contains provisions addressing sump pumps and rooftop drains discharging to the sanitary system and an existing right-of-entry clause that staff said has long been included to meet state consent-order requirements. Councilors asked for clarification of enforcement and staff said the state’s consent order requires reductions in clean-water infiltration.
The council adjourned after completing the evening’s agenda items.
