PBA approves $2.25 million exterior reinforcement and construction contract amendment for Investors Capital Building

The Public Buildings Authority approved a plan to reinforce structural members of the Investors Capital Building and amended the construction contract to authorize the work, allocating $2,249,121 from PBA bonds for the exterior reinforcement.
Project consultants told the PBA that removal of the brick veneer exposed low-strength, non-composite concrete and masonry that had become load-bearing. Stan Lingo of Lingo Construction described the solution as a concrete-and-steel combination to carry the curtain-wall and veneer anchors and to make the structure composite. Lingo said the work requires fire-rating and some interior rework but is designed to provide a long-term solution.
Miller Architects and the owners’ representative described plans and a target of substantial completion by July 1, 2027, to support building occupancy timelines. The PBA approved the recommended scope and an amendment to Lingo Construction’s contract to perform the reinforcement; trustees also approved allocating the bond proceeds to fund the work.
The PBA also opened bids for Metro Parking Garage project P-264-1007 and moved to tabulate and return bids to purchasing for evaluation.
Next steps: Lingo Construction will proceed with the reinforcement work under the amended contract and the PBA will monitor change orders and schedule to meet the July 1, 2027 substantial-completion target.
