CB2 district manager report flags City Council term-limit bill and upcoming DoRIS FOIL portal requirement

At the Manhattan Community Board 2 Executive Committee meeting, the district manager alerted members to two administrative changes that could affect board operations.

District Manager Mark told members that a City Council bill to limit the term of district managers — which would put district managers on a four-year clock — is active and expected to be discussed at a hearing in June. He said the board had previously passed a resolution on the subject and proposed resubmitting it to the Council.

Mark also warned that the Department of Records and Information Services (DoRIS) will require, starting in June 2027, that all FOIL (Freedom of Information Law) requests to the board be handled through a DoRIS portal. He said staff will still need to upload requests and responses into the portal even when the material is already prepared, and that the requirement comes without an increase to the board’s budget to cover the extra administrative work.

Board members and staff discussed logistics and suggested short-term staffing adjustments; Chair Valerie Zeller Rosa said a fuller report will be given at the full board meeting. The district manager also noted other operational items — including possible expansion of the District Service Cabinet and scheduling adjustments to ensure staff coverage when large packages are prepared for full board distribution.

The committee did not take any formal action on the term-limit bill or the FOIL portal during the public portion of the meeting.
