Brookshire approves interlocal action with Waller County as part of Tesla enterprise project planning

Brookshire City Council voted to authorize an interlocal agreement with Waller County that memorializes city and county support for nominating Tesla, Inc. as an enterprise project and to establish county administration authority over related arrangements.
Staff explained the agreement is intended to allow coordination with the Port of Houston’s foreign-trade-zone authority and that a foreign-trade-zone designation can affect tax treatment while inventory remains in the zone; any tax-exempt period would be followed by negotiated payments in lieu of taxes once product ships and becomes taxable. Staff said the county would handle administrative aspects of the foreign-trade-zone nomination and that the city would later be presented with any payment-in-lieu-of-taxes structure for approval.
Council members and staff stressed the importance of having a seat at the table for negotiations and to ensure the city’s interests are heard. The resolution (No. 1510) was approved on a motion; staff cited potential job creation tied to the project during the discussion.
