Stoll said staff has drafted overlay concepts, analyzed future land‑use patterns and coordinated with stakeholders but needs more time to finalize mapping and clear, enforceable standards.
The original temporary moratorium on rezoning in the study area was set to expire June 17, 2026; staff recommended extending the moratorium through Dec. 31, 2026 so the adoption package can be accurate and avoid unintended gaps. Stoll emphasized the extension is intended to give staff time to prepare an adoption‑ready package balancing development, infrastructure capacity and compatibility with adjacent neighborhoods.
The board opened a public hearing; no public speakers appeared. A motion to approve the ordinance extending the temporary moratorium carried unanimously.
What’s next: staff will continue drafting the comprehensive plan amendments and the Oslo Corridor overlay district and return to the board with an adoption package once the materials are complete.
