Board extends Nogales library intergovernmental agreement for one year, plans joint study session

Deputy County Manager Chris Young told the board that the city of Nogales prefers no substantive changes at this time and that staff recommend the short extension to allow county and city leaders time to meet and explore options. Young said a longer commitment should follow a joint dialogue so both jurisdictions share objectives and expectations.
Public commenter Brian Vandervoot earlier urged the board to use the short extension as an opportunity to consider a broader restructuring, suggesting the creation of a library tax district as one option to move library funding off the county general fund and onto a dedicated tax district. Vandervoot estimated such a district could remove roughly $400,000–$450,000 in library spending from the county general fund while keeping citizen costs the same.
Supervisors asked county staff to convene a study session with City of Nogales officials to discuss options, and several board members said they would like to review library arrangements across the county, including services in Sonoita and Rio Rico, before committing to a longer term. The one‑year extension was approved by voice vote.
Next steps: staff will seek a date for joint meetings with city leaders and return to the board with potential study session scheduling and options for longer‑term arrangements.
