Limestone County commissioners authorized staff to apply for an ALDOT Transportation Alternative Program (TAP) grant on May 18 to build sidewalks and pedestrian safety features along the east side of West Limestone School Road.
Mark, county staff, explained the TAP program is "a grant program administered through the DOT" that is aimed at sidewalks and safety-sensitive pedestrian projects rather than roadway paving. He said the proposed project would run from Bobcat Lane and connect East Limestone School to nearby ball fields and potentially to Sugar Creek Elementary in a later phase.
The total estimated project cost presented at the meeting was $535,356.94 with a substantial federal share and a county match; staff cautioned the application is only an attempt to compete for funds and not a guarantee of award. "For the record, this is just applying for it. It's not no guarantee we're going to get it," one county speaker said.
Commissioners discussed a possible second phase to extend the sidewalk network to another elementary school and connect athletic fields, emphasizing safety and the goal of keeping students out of the roadway.
Why it matters: If funded, the TAP project would add infrastructure to protect students and pedestrians near schools and ball fields, reducing the need for pedestrians to walk in travel lanes. The county must provide the required local match and compete statewide for grants.
Next steps recorded: Staff will submit the TAP application and, if selected, return to the commission with negotiated project scope and contract details.
