The Mount Pleasant Planning Commission on May 20 recommended that the village board approve a condominium‑plat addendum for Kingston Homes (630 and 632 Emerson Road) conditional on the implementation of a temporary access easement to facilitate construction of the adjacent Emerson/Green Valley development.
During discussion, staff and commissioners explored whether the 18‑foot strip of land along Emerson could be used as temporary construction access to reduce construction traffic through nearby neighborhoods. Commission members suggested that, because the condo parcel and the subdivision are separate legal entities, a recorded temporary easement or written agreement between property owners could provide the needed access without requiring a permanent change in ownership.
A Golden Construction representative and the owner indicated they were agreeable to the arrangement. The commission moved, seconded and recommended approval subject to the temporary easement condition.
Provenance: Discussion of the condo addendum and the conditional recommendation appear in the transcript (topic intro SEG 1220; topic finish SEG 1436).
