Planning staff brief commission on bed-and-breakfast application at 2087 Harding Road

At a May 20 work session the commission heard from planning staff about a special-use permit application to operate a bed-and-breakfast at 2087 Harding Road, outside the town of Blackburg.

Miss Wright, the staff presenter, said the request is for "an existing three-bedroom single family dwelling which is the owner's primary dwelling" and that the applicant said she would occasionally lease the house for high-traffic events such as football games or graduations.

Staff told the commission the property is on public water and a private septic system. Miss Wright said the number of overnight guests and permitted occupancy will be determined by an operations/occupancy permit issued by the health department and that staff will include the health-department determinations in the packet for the June public hearing.

On food service, Miss Wright said the applicant "has no intention to serve any food" and that the "bed and breakfast" designation in the application provides the right to serve food under health-department oversight but is not being used in this case.

Staff indicated the house appears to have three bedrooms and that floor plans and a photo will be provided in the next packet; Miss Wright also said she believes the house has two bathrooms and that she will confirm that detail in the packet. The item will be placed on the agenda for the commission's June public hearing for formal public comment and any conditions proposed by staff.

Next step: Staff will include a floor plan, health-department occupancy information and recommended conditions in the June packet ahead of the Planning Commission public hearing.
