Council favors multimodal and walkability priorities; asks public works for implementation plan

Public works staff cautioned that implementation will vary by neighborhood because roadway widths and right‑of‑way differ across quadrants; staff recommended piloting multimodal lanes in areas with wider rights‑of‑way and producing a map of streets where golf carts and ebikes would be safe to use. Council asked for: (1) a capital plan showing funding options over a five‑ to ten‑year horizon, (2) maps showing candidate corridors and constraints, and (3) cost estimates to include in budget scenarios.
Council also asked staff to consider shade and routing (where trips begin/end) and to coordinate comp‑plan town‑center work with multimodal design so new projects include bike, pedestrian and golf‑cart accommodations. Staff said a presentation on restriping East Avenue will consider how to add bike lanes or golf‑cart lanes during an upcoming mill and overlay project.
No formal action was taken; staff will return with corridor maps, cost estimates and capital plan options for council consideration in budget workshops.
