Oviedo approves $299,157 sidewalk project along County Road 426 despite debate over priorities

Staff said the city solicited bids for about 1,000 linear feet of 5‑foot sidewalk (Invitation to Bid No. 26‑9) and received 17 bids. WT Comp was the lowest responsive bidder at $271,960.89; staff recommended a 10% contingency ($27,196) for a total project authorization of $299,156.89. Because the fiscal‑year budget included only $180,998 for the line item, staff proposed a $118,248 transfer from an engineering account to the construction account to cover the work.
Council debate focused on whether the city should spend roughly $300,000 on a new infill segment that connects to an existing, somewhat fragmented sidewalk network along 426. Council member Keith Britain argued the project closes a gap to a heavily used park and improves pedestrian safety. Other council members said the city has many incomplete or deteriorated sidewalks where repair or infill might serve more pedestrians for the same money.
After discussion, the council approved the resolution to award the contract to WT Comp and the related budget amendment. Council members noted the design and permitting were complete and that halting the project now would likely increase future costs.
Staff will execute the contract and report construction timing and contingency use to council.
