Committee increases CARE program ARPA award to $25,000 and advances grant to council

County staff noted the substitute reflects the original request amount; presenters Peter Bouji (director of the CARE program) and teaching artist Missine Joris described curriculum activities including theater games, monologue work, text analysis and improvisation to build English language skills, social‑emotional learning and leadership. "Play promotes creativity and remembers the part of the person that is still a child," Joris said.
The sponsor moved the substitute and the committee approved forwarding the resolution (2026121 as substituted) to the full council under second reading. Committee members accepted an invitation to observe CARE sessions in action.
What happens next: the full council will consider the ARPA award at a later reading; staff said the substitute aligns with the program's original request.
