Staff said the damage was likely caused by a lightning strike that traveled through a grounding rod; the city submitted an insurance claim to TML and asked for expedited processing.
"I submitted the [claim to TML] and I did put a rush on it," a city staff member said, noting the plant had passed inspection two weeks earlier. Staff also described a technical response: adding surge protection devices to the plant's wiring. The meeting record notes the city increased surge protection from one device to four at the affected facility.
Council approved the emergency repair purchases so vendors could be authorized and materials ordered; staff said other plants were carrying the system load while repairs proceed and that the insurance process should cover most costs, less the policy deductible.
