Architect Jason Stac and homeowner Robert Carly presented plans May 11 to add a rear two‑car garage (built into the slope) and living space above at 27 Oakland Avenue (R9 OG). The proposal exceeds the 30% expansion allowance and the 1,600 square‑foot living‑area threshold that trigger special‑permit review.
Stac said the design tucks the addition down the slope so it does not dominate the street view and uses a stepped roofline to keep massing compatible with the neighborhood. Commissioners reviewed neighborhood context, stormwater mitigation, foundation drainage, cesspool/sewer history and the need for a percolation test. Staff proposed five conditions (A–E) addressing infiltration details, fabric and stone, access for maintenance, and whether footing drains are proposed and how they tie into the drainage scheme.
The applicant agreed to incorporate the stormwater measures and provide infiltration details as part of the building‑permit submittal. The commission moved to approve the special permit and site plan for the expansion, subject to conditions A–E, and the motion carried.
