Maureen McCune, the county''s chief procurement officer, told commissioners that only two bids were received for the school contract and that the facilities vendor who holds other county work also submitted the low bid. "We only had 2 bids received," she said during the bid opening.
A committee member moved to "award the bid to DBI Waste Systems Inc., provide rubbish removal services at Norfolk County Agricultural High School for a period of 1 year with 2 1-year options to renew, set the facility from 06/28/2026 to 06/28/2027, for the rates shown on the attachment," and the motion was seconded and approved by voice vote.
Commissioners discussed market concentration in the rubbish-removal sector and noted that a principal's name was not immediately available in the bid documents present at the meeting. Maureen said the incumbent vendor had been acquired and indicated outreach is made to current vendors before a bid; she said the missing principal name was from someone who delivered bids after the opening and whose name she could not recall in the moment.
