Sanyoung Ahl walked through practical application steps and common pitfalls for applicants to the Assistance Listing 84.325K competition.
Ahl emphasized that all applications must be submitted electronically through Grants.gov and strongly recommended registering early and starting the application process before the documents are final. Grants.gov assigns a date-and-time stamp upon validation; if an application is rejected and later resubmitted, applicants must ensure a successful validation before the published deadline. Ahl advised submitting at least a day early where possible to allow time to resolve upload or validation problems.
Applicants were advised to submit narratives and attachments in PDF read-only format and to follow recommended organization, page limits, spacing and font sizes to facilitate review. The webinar reiterated that awards will not be made for amounts greater than the published maximums and that if more than one validated application exists, the last validated submission will be accepted. Ahl also listed two explicit ineligibility reasons: (1) applications received after the published deadline, and (2) applications that do not address the priority (for example, proposing general-education training or child-care staff training rather than personnel preparation for special education/early intervention).
Appendix A must include visuals and materials that support the narrative (logic model, person-loading chart, project timeline, and a letter of support from a public or private partnering agency/school that commits to providing field or clinical experiences). Appendix B must contain a table listing required coursework and an assurance that the project will inform scholarship recipients of their service-obligation commitments and scholarship disbursement procedures. The Department also requires annual reporting on each scholar, including pre-scholarship agreements and exit certifications; applicants are encouraged to consult the Personnel Development Program Data Collection System linked on the competition webpage.
