Emergency Telephone System Board to seek FEIN, update bylaws after state 811 rules

The Emergency Telephone System Board (ETSB) on Feb. 3, 2026, approved routine minutes and vendor payments and moved to begin administrative changes to comply with new State 911 Administration requirements, Police Chief Scott Durano said.
The board unanimously approved the Jan. 6, 2026 meeting minutes after a motion by Police Chief Scott Durano and a second from DPW Director Mike Salamowicz. It then approved two payments: $1,050.00 to Big Sky Communication for two portable radios and $14,161.22 to AT&T for annual maintenance covering 12/6/2026–12/5/2027; Fire Chief Kasper moved the payments and Salamowicz seconded, and the payments were agreed to by all.
The meeting’s primary new-business item was a discussion led by Police Chief Scott Durano about recent State 911 Administration rules concerning an "811 FEIN" requirement and a mandated name change for the ETSB. Chief Durano said the board has ordinances establishing the ETSB and that board members plan to draft bylaws and present the ordinances and bylaws to the Oak Forest City Council for enactment.
As part of implementation, the board agreed that the Finance Director may file for an ETSB FEIN and establish a separate account for ETSB funds. Chief Durano also noted the board must have one community member appointed to serve on the ETSB under the updated requirements; the board recorded the appointment requirement as an upcoming action to address when presenting materials to council.
On old business, IT staff member Tom Rieman reported that the 911 Text project "is still moving forward," a status update with no formal action recorded. There was no public comment during the meeting.
A motion to adjourn at 9:25 a.m. was made by Police Chief Scott Durano, seconded by DPW Director Mike Salamowicz, and agreed to by all. The board’s next meeting is scheduled for Tuesday, March 3, 2026, in the Oak Forest City Council Chambers.
