Commissioners asked how the timing would affect bank statements and auditors; staff replied payroll would be processed in July for the July pay date but that governmental accounting requires expenses be reported through June 30 and that finance would reclassify July cash via journal vouchers.
A motion to divide the remaining payroll by five and provide the special payment to make employees whole was made and seconded on the floor. "I make a motion to that effect," one commissioner said; the chair seconded. After the chair called the vote and recorded unanimous affirmative responses, the chair said, "Motion carries."
Officials said finance will review departmental budgets and prepare any necessary amendments and that the action and rationale will be recorded in the minutes. The commission then adjourned.
