Town staff told the council that the recent Invitation for Bid for five town entrance-way signs returned only one lump-sum bid, roughly $230,000, while the town had budgeted approximately $100,000 for the project. Staff recommended rejecting the initial bids and reissuing a solicitation that breaks out per-sign pricing (installation, fabrication, mobilization) to encourage competition and clarify unit costs.
Staff explained the prior council consensus had been to obtain five signs but that, given the bid results, the council could decide later how many to proceed with. “When we did this first invitation for bid, it was a lump sum price that we requested…we would like to be able to give additional vendors the opportunity to bid with a more transparent budgeted line items bid,” a staff member said.
Council moved to reject the current bids and direct staff to rebid with per-sign cost items; the motion was seconded and passed by roll call. Staff will go back to market, gather line-item proposals and return with updated numbers so the council can decide whether to purchase all five signs or fewer based on the new pricing.
