Dorchester County Council approves contracts, tax exemptions, bridge repairs and grant submissions

Contracts and procurements - The Council awarded Bid No. 2026-4 to Nichols Lawn & Landscape, LLC for $72,830 for field grading, irrigation installation and grass seeding at the School Street multipurpose athletic field (motion by Councilman Ricky C. Travers; seconded by Rob Kramer, Jr.). - The Council approved proceeding with Sussex Sanitation's $801 quote to place portable toilets at several marina locations June 1–Sept. 30, 2026 (motion by Rob Kramer, Jr.; seconded by William V. Nichols), contingent on future budget approvals. - The Council approved renewing environmental monitoring services with Environmental Monitoring & Assessment, LLC for $196,300 for FY27 and $202,150 for FY28 for landfill and transfer station monitoring (two-year term beginning July 1, 2026).
Bridge repairs (MDOT SHA; IIJA funding) - The Council approved proceeding with two supplemental agreements with MDOT SHA for bridge repairs funded through IIJA with no local match: Maple Dam Road bridge over the Blackwater River ($575,000), and Hoopers Island Road bridge (Honga River) and Hip Roof Road over Spicer Creek ($1,000,000). County staff said federal funding will be used and no local match is required.
Property tax exemptions and abatements - The Council approved multiple exemptions and abatements for tax year 2026/2027 (based on 2025/2026 assessments), including an exemption for Cambridge Commons LLP (property no. 07-239653, est. $22,585.77) and abatements for multiple Cambridge Waterfront Development Inc. parcels (combined estimate shown in minutes). The Council directed staff to obtain additional information on one exemption for future consideration.
Grants and poll confirmations - The Council confirmed, by interim poll, submission of a $12,000 Domestic Violence Unit Program grant to fund Sheriff's Office overtime for processing peace and ex parte orders (no match, grant period July 1, 2026–June 30, 2027). The minutes record a 4–0 poll confirmation. - The Council authorized submitting a $55,556 Overdose & Drug Awareness Coordinator (ODAC) grant through the Governor's Office of Crime Prevention & Policy to fund a salary for an employee to assist with drug control and distribution efforts (no match, grant period July 1, 2026–June 30, 2027).
The Council's approvals were unanimous where recorded. Where the minutes reference contingent funding or future budget approvals, the Council did not commit county funds in advance of those approvals. Several items are contingent on FY27/FY28 budget adoption.
