City council approves sewer assessment reimbursement and authorizes athletic-field grant application

Resolution 1872: sewer assessment reimbursement area
The city clerk read Resolution 1872, a citywide action establishing an assessment reimbursement area to recapture costs the city fronted to install a gravity sewer line as part of the Roosevelt Avenue roundabout. City staff member Chris Searcy told the council that, due to soil issues and administrative costs, the city now expects to recapture just under $88,000 from four affected parcels. "We would recommend approval of Resolution 18 72 that would allow those sewer reimbursement documents to be recorded against those 4 parcels," Searcy said. The council moved, seconded and approved the resolution by voice vote.
Resolution 1874: RCO grant application for athletic-field lighting
Parks Director Aliyah Hibbs described the request to apply for a $400,000 RCO youth athletic facilities grant to relamp existing fluorescent fixtures at Boise Creek and to light two currently unlit fields. Hibbs said the city already has $202,000 in impact fees available to count toward the 50 percent match required by the grant; the city would budget the remaining roughly $198,000 during the 2027 budget process and include a 15 percent contingency in total project planning. "This grant application proposes an award of $400,000, and we will leverage impact fees and budget the additional during the 2027 budgeting process," Hibbs said. The council voted to approve Resolution 1874.
What happens next
For the sewer reimbursement area, staff will record the reimbursement agreement against the listed parcels as set out in Resolution 1872. For the lighting project, staff will submit the RCO application and, if the grant is awarded, bring budgeting details and procurement steps back to council. Both resolutions were approved by voice vote; no roll-call tallies with individual names were recorded in the meeting transcript.
The council adjourned at 7:58 p.m.
