Boone County adopts zoning text amendments on solar, wind and energy storage; UDO revisions expected in June

The Boone County board voted to adopt several zoning and energy‑related text amendments at its May 21 meeting, including updates to the use table (ordinance 26-22), a text amendment (26-23), a solar text amendment (26-24) and a wind ordinance (26-25).
Board member Tom Wahlberg moved the measures and they were seconded and passed by the board. The county state's attorney told the board these changes are expected to be refined when the county adopts a Unified Development Ordinance (UDO) in June, and the adopted language may be adjusted to align with that broader code.
Wahlberg said the solar and energy updates are being put in place now because they must be adopted by June 1, but staff and counsel expect to revisit details in the UDO process. The board did not discuss detailed amendments at length at the meeting; members indicated they supported adoption with the understanding of further UDO refinements.
The board’s action creates interim regulatory text that county planning staff said will be integrated into the UDO work ahead of the full adoption.
