BET approves CDBG FY27 spending plan and interim Housing Trust transfer from ARPA

The Board of Estimate and Taxation approved on May 18 the Community Development Block Grant (CDBG) FY27 spending plan and an interim transfer from the Affordable Housing Trust.
For CDBG, the BET approved the use of $953,411 as recommended by the first selectman’s CD-1 packet. Tyler Fairbairn, director of the Community Development Office, summarized the committee’s recommendation: public services and capital projects totaling $95,353,410.64, including roughly $202,000 in reprogrammed funds from prior years. The CDBG vetting committee included RTM members and two BET liaisons; there were no changes requested by the first selectman and the committee vote was 4–0.
On affordable housing, the Affordable Housing Trust reported $550,000 remaining from ARPA allocations. The Trust asked to return $400,000 to the general fund to be applied to two Board of Education HVAC capital projects that meet ARPA requirements; $150,000 will remain committed to two projects (Benedict Court $100,000 closed; Oak Ridge $50,000). Bill Finger, co-chair of the Affordable Housing Trust, outlined conditional commitments for other projects and the potential litigation issues for larger developments.
The BET discussed neighborhood impacts and the trust’s prior direction about using leftover ARPA funds for Greenwich communities; some members urged prioritizing smaller local projects. After discussion the interim appropriation was approved (roll call reflected passage).
Next steps: The BET approved the related resolution for the CDBG appropriation and directed standard follow-up reporting. The Affordable Housing Trust will continue to monitor conditional commitments and report on closing progress for the remaining ARPA-related projects.
