Alabama pardons and parole board denies most parole requests, issues several pardons and conditional releases

The Alabama Board of Pardons and Paroles met in Montgomery on Aug. 28, 2025, and denied a majority of parole requests while granting several paroles with conditions and issuing full pardons to some petitioners. The three-member board—Chair Hal Nash, Board Member Darryl Littleton and Board Member Gabrelle Simmons—conducted hearings at 301 South Ripley Street and recorded actions through Board Secretary Nicole Lewis.
The session began at 8:30 a.m. under the board’s statutory authority in Alabama Code, Title 15, Chapter 22. The board approved the minutes from the Aug. 27 meeting on a motion by Darryl Littleton, seconded by Gabrelle Simmons.
Victims’ relatives and victim-advocacy speakers objected to many parole requests. For Ray C. Shockley (AIS# 278242), Courtney Peairs (victim’s daughter), Vickie Cleveland (victim’s sister), Bill Lisenby of VOCAL and Sarah Deneve of the Attorney General’s Office opposed release; the board voted to deny parole and set a reset date of August 2030. Similar opposition from family members and VOCAL contributed to denials in other cases, including Leon D. Rogers (AIS# 209871, denied; reset 8/2030) and Keith Rogers (AIS# 274294, denied after an executive-session file review; reset 8/2029).
The board entered executive session in several cases to review files before voting; transcripts note the board entering closed review at about 10:05 a.m. and returning to vote in open session.
Among grants, the board approved parole for Jason J. Harris (AIS# 229434) with conditions including placement in an approved halfway house, GPS ankle monitoring, NA/AA participation and a drug assessment upon release. The board also granted parole to Ronald L. McGregor (AIS# 289476) with conditions including halfway-house placement, GPS monitoring and mental-health follow-up and referred him to Redemption Earned for reentry assistance.
The board granted full pardons restoring civil and political rights to several petitioners, including Delvarius R. King (AIS# 822979), Robert D. Hutson III (AIS# 823676), Bruce S. Boller (AIS# 823349), Laurie E. Kunze (AIS# 827528) and Denzil L. Moore (AIS# 114072). Other pardons and paroles with conditions were recorded on the docket; multiple requests were denied or deferred with reset review dates ranging from 2026 to 2030.
The docket and supporting documents presented totals and status counts used by board staff: the published hearing docket lists reinstatements, revocations, remands and other case statuses for that day. The board reviewed files for revocation and delinquency and adjourned at 2:06 p.m.; the next meeting is scheduled for Sept. 9, 2025, at 8:00 a.m.
