Western Placer Unified board approves multiple MOUs and ratifies two-year tentative teachers' agreement

At its regular meeting, the Western Placer Unified School District board approved a slate of personnel and program memoranda of understanding (MOUs), adopted the 2027-28 district calendar and ratified a two-year tentative agreement with the district's teachers association.
The consent and action items approved included:
- An MOU with CSCA allowing a voluntary reduction of hours for an employee as an alternative to layoff, preserving the employee's priority to return if hours return (moved and approved by unanimous voice vote).
- An MOU addressing position reductions and reassignments for certain instructional aides and paraprofessionals; staff reported alternate placements were found for affected employees (approved unanimously).
- Approval of the district calendar for 2027-28 following the calendar committee process (approved unanimously).
- A provisional MOU permitting a nonpublic agency (NPA) to support management of IEP paperwork and meetings (staff emphasized this does not allow NPAs to fill teacher vacancies) and a renewal MOU for community schools to continue capital collaboration (both approved by voice vote).
- An MOU to continue a site'specific schedule change at TBE to start kindergarten 15 minutes earlier to ease drop-off congestion; staff said instructional minutes and teachers' workday remain the same (approved unanimously).
The most prominent action was the board's approval of a two-year tentative agreement with the Western Placer Unified Teachers Association (WIPTA). WIPTA President Michelle (speaker 10) told the board members the union membership had overwhelmingly voted to approve the tentative agreement and urged the board to ratify it. District staff summarized the package as including a 3% retroactive increase effective Jan. 1, 2026, a 2.87% adjustment effective Jan. 1, 2027, and a one-year $500 increase in the annual benefits cap.
"We strongly encourage the board to ratify this agreement tonight," WIPTA's speaker said, calling the deal a necessary relief for educators. Board members thanked negotiators from both sides and approved the agreement by voice vote.
Where a motion and second were recorded, the board took voice votes with unanimous "Aye" responses and no recorded opposition.
Board members noted this package will trigger follow-ups with CSEA contract language that accounts for differences in compensation in other agreements. The board also directed staff to continue routine follow-up and reporting as necessary.
