Board approves Jack Brown’s outdoor dining and limited live music with conditions

The Greenville Board of Zoning Appeals on May 2026 voted unanimously to approve Jack Brown’s Greenville LLC’s modification to its special-exception permit to allow accessory outdoor dining and occasional outdoor musical performances at 19 Augusta Street.
Planning staff recommended approval after a site review, photos and an April technical-advisory meeting showing the outdoor dining area and small stage were already in place. Ross, the planning presenter, told the board the business is in the MXSD shopfront downtown district and that the site ‘‘accounts for necessary clearances’’; he said staff found no troubling police-call trends since the business was authorized to operate after midnight.
The board adopted 20 conditions intended to limit late-night impacts: outdoor dining must close by 10 p.m., outdoor entertainment by 9 p.m., amplified sound must be directed inward toward the facility and no more than one outdoor speaker may be used for performances, exterior doors and windows must remain closed after 10 p.m. except for ingress/egress, and managers must monitor patron flow and noise. One condition as written in the staff report was edited during the motion to remove a specific phrase referencing the Department of Revenue’s program language.
Applicant Logan McArthur Meyer told the board, "We're happy with all the conditions that have been set forth" and said Jack Brown’s expects to host limited acoustic sets, adding, "We haven't done any live performances out there yet because we didn't know how to get the permit for it." On operational details he confirmed indoor occupancy is 42 and said the outdoor area was planned for a matching 42-person limit.
Board members asked how speakers are oriented and whether any portable setup would comply with the inward-facing requirement; Ross said the wall-mounted speaker visible in staff photos is pointed down and staff will expect portable setups to be adjusted to avoid projecting sound toward the street. The board also retained a condition allowing the city to require security staffing if the police record more than two incidents in a specified late-night window.
The motion to approve S23-116M was made by Mark Harrow and carried on a 6–0 roll call. The permit incorporates site-screening, noise-monitoring and compliance measures intended to allow restaurants to activate the street while limiting impacts on nearby residences. The item concluded with staff noting monitoring and an option for follow-up meetings if complaints emerge.
