Miles City council approves multiple construction change orders; one member objects to fire hall change

The council approved several construction-related change orders at its Feb. 24 meeting.
Council adopted Resolution No. 4667, a change order with Interstate Engineering addressing contractor comment revisions to the Florence Stacy Memorial Fountain project. Public Utilities Director Tom Speelmon explained that special-order marble panel sizing required modifying the fountain wall height to avoid extra costs associated with special-order panels.
The council also approved Resolution No. 4668 (Change Order #001) with Jackson Contractor Group, Inc., to add column support for repairs to Connors Stadium; Chair Brooke Bartholomew summarized funds received and said the work will allow sealing and painting of the columns.
On Resolution No. 4671 (Change Order #007) related to the Miles City Fire Hall construction project, the council approved the change order but the minutes record a split vote: recorded 'Yea' votes from Councilmembers Dan Scott, Rick Huber, Jeni Losey, Kevin Thomason, Brooke Bartholomew and Don Simpson; a 'Nay' vote from Councilmember Cody Steiner; and an 'Abstaining' vote from Councilmember Ed Pulecio. Contractor Charlie Lohoff told the council the contractor missed the Feb. 18 special council meeting deadline to provide the proper change order documents; he said the change orders reflect unknowns addressed through a contingency fund, and explained specific items such as adding outside water outlets to the east side of the building to avoid future costs during construction.
Interim Fire Chief Ed Kanduch and contractor representatives answered council questions about electrical and plumbing clarifications; council members emphasized the need for documentation and asked whether more change orders are expected, which the contractor said may be possible because contingency funds were set aside to address unknowns.
