Board approves EPA-backed abatement and demolition plan for old hospital site; next steps: bids and backfill

Project leads from the brownfields team briefed the commission on an EPA-approved update to the ABCA (version 2) that now includes the boiler shed and maintenance garage. The update added little to the cost estimate because staff expects the county to be able to help with backfill at a lower cost per cubic yard; project leads said the updated cost estimate increased only slightly (roughly $5,000) when the added structures were included and a closer, lower-cost backfill source is used.
Commissioners approved a motion to accept ABCA v2, alternative 3 (abatement, demolition and site remediation). Carly Lukak and David described the next steps: finalize bid specifications, post the project to the Montana plans exchange and DBE lists, host a mandatory site bid walk, accept bids for a typical 30-day window, tabulate offers, and return to the county to award a contractor. They estimated the abatement and demolition would take roughly 30–60 days once a contractor is under contract; staff also noted the brownfields grant award will be revised to reflect final bid costs and associated oversight expenses.
Commissioners and staff discussed short-term cost-saving measures—removing salvageable items or a generator ahead of abatement, and identifying county sources of backfill—and assigned staff to contact the county road foreman about possible nearby backfill sources.
