Contractors, engineers and county staff open Boys Road shop project; payment cadence and testing requirements set

Commissioners and the project team convened a kickoff for the Boys Road shop project, introducing prime contractor R and R Taylor Construction, subcontractors and the project engineer from Scaling Engineering.

Hunter, representing Scaling Engineering, outlined the firm’s responsibilities: construction observation, review of contractor submittals and testing results, responding to RFIs, and review of pay estimates. Britney, project manager for R and R Taylor Construction, said she will manage schedule, change orders and pay applications; Brandon, the superintendent, will manage on-site supervision.

The board and contractors agreed on submission deadlines for pay applications to fit the county’s claims cycle: monthly end-of-month requests should be submitted by the 25th, and mid-month estimates (if used) by roughly the 10th to allow processing. Participants also agreed that certified payroll and state prevailing-wage documentation must be provided with each application because the job uses public county funds. The team confirmed use of Procore as the document-control system and agreed to respond to RFIs about electrical and wall-detail placement. Contractors agreed to schedule concrete testing (slump tests and cylinders) and compaction testing where required.

County staff stressed minimal routine reporting requirements beyond an initial schedule submittal and monthly pay applications; more frequent updates were not requested unless a timing issue affects the project completion date.
