Staff reviewed practices in nearby municipalities and reported mixed approaches: some treat condominium plats like minor subdivisions requiring full P&Z and City Council review, while others allow administrative approval in limited circumstances. Heyman noted that county recording does not require City Council signatures to record a condominium plat, although declarations and HOA documents still must be recorded.
Commission discussion centered on whether administrative approval should be allowed only when no structural changes occur; Commissioners generally expressed support for administrative approval in those cases and asked staff to draft a text amendment for a public hearing at the next meeting and to coordinate with City Council on consistent approval procedures.
