Commission approves bid awards, ARPA amendment and five-year phone contract in 3-0 votes

The Lewis and Clark County Board of County Commissioners on April 28 approved several procurement items, an ARPA subrecipient amendment and a multiyear phone contract, each by a 3-0 recorded vote.
Roger Baltz, Chief Administrative Officer, presented Resolution 2026-28 declaring county property surplus; Commissioner Andy Hunthausen moved approval, Commissioner Candace Payne seconded and the motion passed 3-0.
Public Works Assistant Director Audra Zacherl recommended awarding the Courthouse Sidewalk Improvements bid to the only bidder, Montana Materials and Construction, in the amount of $197,069 with work to be completed within 30 days of Notice to Proceed; the board approved the contract by a 3-0 vote.
County Engineer Dan Karlin presented two road-related awards: the 2026 Asphalt Project bid to low bidder Montana Materials and Construction for $456,279, and the 2026 Crack Sealing Project recommendation to Hardrives Construction Inc. for $176,028.80. Both awards were approved on 3-0 votes.
Elisa Fiaschetti, the county's ARPA Grants Specialist, presented Amendment #2 to the subrecipient agreement between Lewis and Clark County and Eastgate Village Water and Sewer Association to extend the period of performance to Sept. 30, 2026. Jean Riley, president of Eastgate Water Association, provided an update on the project during public comment; the board approved the amendment 3-0.
Christina Kranich, Customer Support Supervisor, presented a five-year contract with GoTo Communications, Inc. for a replacement phone system totaling $385,371.60 (approximately $77,074.32 annually) with a contract period through April 30, 2029; the contract was approved by a 3-0 vote.
All motions were made and seconded by the commissioners as recorded in the meeting minutes and passed unanimously on each listed item.
