At its April 21 meeting, the Lewis and Clark County Board of Commissioners approved four resolutions (2026-23, 2026-24, 2026-25 and 2026-26) granting tax abatements to American Chemet Corporation on Qualifying Class Eight Property.
Frank Cornwell, the county Chief Financial Officer, presented each resolution and explained the abatement framework: a five-year term with a 20% phase-out annually until the property is fully taxable. Cornwell said staff recommended approval and asked the commission to select a discretionary abatement rate among the options provided (80%, 90%, or 100%).
Dan Ganyur, identified as American Chemet's director of finance, explained that the abatements were tied to new product expansion and new equipment, described the company's production process and shipping markets, and stated there are no U.S. competitors for the product the company produces, per his presentation.
Commissioner Candace Payne and Commissioner Andy Hunthausen each moved and seconded motions at various points to approve the resolutions at an 80% abatement rate; each motion passed on a 3–0 vote. No public comment was received on the resolutions.
Why it matters: The abatements provide discretionary tax relief intended to support American Chemet's expansion and equipment investments. The county approved an 80% rate for each resolution under the presented five-year, 20% phase-out structure.
The meeting continued with public comment and adjourned at 10:08 AM.
