Lewis and Clark County commissioners approve public-health grant, AI speaker contract and amend solid-waste assessment

The Lewis and Clark County Board of County Commissioners on March 31 approved a $15,000 grant from the Montana Public Health Institute, a $700 contract for an artificial-intelligence training speaker and an amendment to a solid-waste assessment that will place certain outstanding charges on homeowners’ tax bills. The decisions all passed by 3-0 votes.
Chief Administrative Officer Roger Baltz reported a consent item to approve the Rocky Mountain Development Council’s 2026–2027 work-plan approval letter (listed on the agenda with Lori Ladas). Commissioner Andy Hunthausen moved to approve the consent item; Commissioner Candace Payne seconded and the motion passed 3-0.
Sarah Sandau, Public Health Grants Specialist, told the commissioners the county had been awarded $15,000 from the Montana Public Health Institute under its Capacity Enhancing Projects funding opportunity. Sandau said the grant period runs Feb. 23, 2026, through Sept. 30, 2026, and staff recommended acceptance. Commissioner Candace Payne moved to accept the grant; Commissioner Hunthausen seconded and the motion passed 3-0.
Sandau also presented a contract between Lewis and Clark Public Health and Emily Tosoni for a $700 speaker engagement. The contract covers a May 2026 presentation on artificial intelligence best practices for office work and is to be invoiced by June 30, 2026. Commissioners approved the contract on a 3-0 vote after Hunthausen moved and Payne seconded.
Senior Finance Specialist Misty Edwards presented Resolution 2026-17, which amends Resolution 2025-103 by updating Exhibit A — the list of accounts with outstanding charges as of Aug. 15, 2025. Edwards said the amendment will result in the specified charges being added to affected homeowners’ tax bills. The commissioners voted 3-0 to adopt Resolution 2026-17; the motion was made by Commissioner Payne and seconded by Commissioner Hunthausen.
