Lewis and Clark County approves intention to create O'Reilly Drive RID, amends Maynard RID

Helena — The Lewis and Clark County Board of Commissioners on March 26 unanimously approved two resolutions of intention advancing changes to local rural improvement districts, a step that sets proposed property assessments and schedules public hearings in May.
Jessica Makus, the county’s Special Districts Coordinator, presented Resolution 2026-15, saying staff proposes creating the O'Reilly Drive Rural Improvement District to assess all 49 benefiting properties for improvements. Under the proposal, each property would carry a 15-year debt-service assessment of $320.83 per year plus an ongoing maintenance assessment of $290 per year, for a combined annual assessment of $610.83 until the improvement debt is paid off. Makus told the board that public comment on the proposal will be accepted through 4 p.m. on May 5, 2026, and a public hearing is set for May 14, 2026. No public comment was recorded at the March 26 meeting.
On a related item, Makus presented Resolution 2026-16 to amend the Maynard Subdivision Rural Improvement District by adding a benefiting property. Staff said the addition would reduce the annual maintenance assessment for existing properties to $190. Makus likewise announced a public comment window through 4 p.m. on May 5 and a public hearing on May 14, 2026. The board approved the amendment unanimously.
Commissioner Andy Hunthausen moved approval of the consent items and later moved approval of one of the RID resolutions; Commissioner Candace Payne seconded the motions where recorded. The board recorded votes of 3-0 in favor of both resolutions. Chief Administrative Officer Roger Baltz had summarized consent agenda items earlier in the meeting, recommending approval of the Vendor Claims Report for the week ending March 27, 2026 and minutes from March 5, 10, 12 and 17, 2026; the consent items were approved 3-0.
Chair Tom Rolfe read a declaration marking the 150th anniversary of the Declaration of Independence during the meeting. With no further business, the commissioners adjourned at 9:20 a.m. The scheduled public hearings on the O'Reilly Drive and Maynard RID items are set for May 14, 2026; written public comment will be accepted through 4 p.m. on May 5, 2026.
