Road foreman updates crews, culverts and says cattle‑guard permit must wait for easement

Chair (speaker 1) opened the public works report and asked the road foreman (speaker 7) to update the commission. Speaker 7 said the trail should finish this week if weather permits, crews installed culvert extensions and reestablished ditches on Johnny Creek, and shoulder work on Airport Road was underway. “Trail should finish out this week if weather lets us,” the foreman said.

Commissioners discussed an encroachment permit for a private cattle guard. Chair (speaker 1) and Commissioner (speaker 5) agreed the county lacked authority to approve installation on a private road until it holds a legally recorded easement that gives the county jurisdiction. Commissioner (speaker 5) said the permit “will be granted when we have an easement and the roads there,” and staff confirmed the county must also ensure the road meets county specifications before surfacing or installing a cattle gate.

Road maintenance work and equipment needs also featured. Staff described a plan to chip‑seal several roads and to place gravel and roll sections to prepare for sealing. Maintenance staff raised options for replacing turbos on an aging truck and noted a senior bus may need a cylinder head replacement if misfire problems persist; commissioners directed staff to include replacement and repair funding in the next budget cycle.

The commission instructed staff to withhold action on the cattle‑guard encroachment until the required easement is in place and the road department has inspected the proposed work. No formal vote was required beyond recording the direction to condition any permit on an easement and county‑spec road construction.
