Commission approves auto‑painting shop near Mission San José with conditions after heated neighborhood objections

A rezoning request to permit an automotive painting operation near the Mission San José historic area drew strong opposition from preservation groups but was approved by the Zoning Commission with a set of mitigating conditions.
Applicant Baldazar Serna and the property owner told commissioners the site historically hosted auto body and painting work and that the new owner had moved painting operations to the rear and proposed additional mitigation such as vertical stacks with filters. "Hemos visitado al consejo... estamos aquí pidiendo que ustedes apoyen nuestra solicitud de zonificación," Serna told the panel, describing outreach and compliance steps.
Representatives of Mission San José and neighborhood associations, including Brady Alexander and a Mission board representative, urged the commission to deny the rezoning, citing proximity to a U.S. historic and cultural resource and concerns over emissions, visual impacts and community integrity. "Esto compromete la integridad del vecindario y su significancia histórica," a neighborhood representative said.
Commissioners negotiated and attached a set of conditions before voting to approve the rezoning: hours limited (Mon–Fri 7 a.m.–7 p.m., Sat 10 a.m.–6 p.m.), downcast lighting only, no temporary pole signs or marquee sign poles, single‑material perimeter fence with specified maximum heights, and prohibition of outdoor amplified sound. Commissioners also required continued coordination with Historic Review and city traffic/code staff on specific operational and filtration standards. The motion to approve with conditions passed on roll call.
