San Antonio zoning panel clears several rezoning requests, sends items to City Council

The San Antonio Zoning Commission voted to advance multiple rezoning requests to City Council, approved a rezoning for a proposed car wash and workplace at Rigsby Avenue, and continued several items to allow additional neighborhood and staff coordination.
President Gustavo Bustamante opened the session and the commission approved a combined consent agenda that included items 2, 5, 6 and 8, sending those matters to City Council under the six‑month transmission window. "La moción es aprobada, muy bien," Bustamante announced after the roll call vote.
On a separate docketed case (item 3), applicant Matthew Gilbert asked the commission to rezone a C‑2 parcel at 2830 Riggsby Avenue to an IDC‑2 designation to allow a car wash with flexible office and limited vehicle service. Staff noted the request did not align with the neighborhood plan adopted in December 2022, but commissioners debated the tradeoff between plan conformity and reinvestment. "I want to make a motion for approval," Commissioner Georgia Hinojosa said; Commissioner Pete Rodríguez seconded, and the motion passed on roll call.
Several matters were continued: the commission unanimously agreed to continue items 9 and 10 to the Dec. 2 hearing to allow staff to address voicemails and for applicants to meet with neighbors. For agenda item 1 the commission also voted to continue the matter two weeks to provide additional time for applicant‑neighborhood discussion.
The meeting closed after approval of several remaining agenda items and adoption of minutes; commissioners said they expected the continued items to return after further coordination with staff and neighborhood representatives.
