Willows planners debate downtown parking exemptions, off-street requirements and design-review balance

At the May 19 Title 18 workshop, council members reviewed proposed parking regulations and a central commercial parking-exemption zone. Staff explained existing mechanisms: the city manager may approve small reductions (for parcels under 50 feet of frontage) and larger waivers require planning commission review. Members debated whether to expand the exemption zone and how to account for on-street demand.
Several members said making downtown exempt from off-street parking requirements could encourage new businesses in vacant downtown lots but warned that broad exemptions can become difficult to reverse and could overburden on-street parking. Staff suggested design-review and conditional-use permitting as opportunities to assess parking impacts for new projects and to consider shared-parking arrangements with churches or other facilities that have complementary schedules.
Committee members also discussed required parking location and whether garages or driveways should count as required spaces, noting many older homes are nonconforming and that strict requirements can create hardship for infill projects. The city manager and planning staff said they will refine the parking maps, clarify the off-site parking permit process, and include clear guidance for applicants during the next draft phase. No formal vote was taken.
