Council approves mayoral committee appointments after tense debate and failed substitute motion

The Berkeley City Council voted on Jan. 21 to adopt the mayor’s committee appointments and vice-mayor rotation after an extended and at times emotional exchange among council members.
Councilmember Taplin (speaker 6) moved to affirm the appointments. A substitute motion — which would have rearranged several committee slots and set a different vice-mayor rotation process — failed on a roll call. The main motion then passed by recorded vote (motion carries).
Councilmember Luna Parra (speaker 12) criticized opponents’ effort to change assignments and described the attempt as an effort to silence dissenting voices, saying she was “appalled and saddened” by the maneuver. Several council members defended the mayor’s effort to give newer members leadership opportunities and emphasized that agenda-and-rules is a process committee rather than a policy veto body.
The clerk recorded the final roll call on the main motion. Recorded votes included yes votes from Kesselwani, Taplan, Treggum, Blackabee and Humbert; no votes from O’Keefe, Munapara and Mayor Ishii; one member absent. The substitute motion’s roll call earlier showed a different pattern of support and abstentions and failed.
Councilmembers who spoke asked that the assignments balance seniority, policy expertise and diversity of perspectives. The council recorded the main motion as carried and moved on to remaining action and information items.
