The Grantsville City Council voted Sept. 17 to award the Phase 1 contract for City Slopes (Sandy Smith) Park to Strong Excavation under Resolution 2025-71.
Staff presented the project scope and bid information, saying seven companies bid and Strong Excavation offered the lowest responsible bid. Phase 1 scope listed by staff includes demolition, grading, electrical stubs for future lighting, base paving and irrigation, artificial turf areas around the bike pump track, landscaping and other site work. Staff identified several bid alternates — a restroom, backstop and fencing, dugouts and retaining walls — that the council may add later depending on funding.
Council members pressed staff on schedule, phasing and oversight. Staff said the project would be paid largely from a $5 million bond combined with park impact fees and grants (including state-level funding sources); staff also said grant timelines (some grants not yet open) and potential environmental or permitting constraints could affect schedules. Council asked for a timetable to ensure coordination with other projects (notably a separate American Ramp Company contract) and emphasized the need for a project manager and inspection regime; staff said a bond and project oversight procedures will help ensure quality.
Committee member (speaker 4) moved to adopt Resolution 2025-71 to award the contract; Chair seconded and the motion passed with unanimous 'Aye' votes.
Staff said they would return with final contract documents and timelines and will track change orders and alternates against available funding.
