Brian Head updates Public Works Standards, awards $412,790 streets contract and agrees to chip-seal change order

The Brian Head Town Council on May 12 adopted Ordinance No. 26-008 updating the town’s Public Works Standards and awarded the contract for the 2026 Streets Project.

Public Works Director Jared Tubbs said the Standards—last updated around 2007—were revised to reflect local conditions and industry guidance, including removing PVC as an approved pipe material and updating road-base requirements. Town Clerk Nancy Leigh confirmed Town Code requires adoption and amendment of the Standards by ordinance. The Council adopted the ordinance on a 5-0 vote.

Tubbs presented results of the competitive bid process for the 2026 Streets Project, covering work in the Woodbridge Subdivision, Ridgeview, Eagles Roost and Pinehurst. The low bidder was Hales Sand and Gravel at $412,790. Staff noted the issued bid documents initially omitted chip sealing over newly milled-and-replaced pavement; adding chip seal over approximately 88,600 square feet would cost roughly $63,000 (estimated at $0.72/sq. ft.) and would be processed as a change order. Council supported proceeding with the additional chip seal work and agreed that change orders above the applicable threshold would be returned for Council approval; the motion to award the contract carried 5-0.

Town staff said millings from the project will be retained by the Town for use on dirt roads. Jared also announced plans for National Public Works Week events and invited public participation in a scheduled equipment rodeo.
