Washington County approves CASI contract and accepts FY25 cost allocation plan showing $46,023 reimbursement

Washington County supervisors voted on May 19, 2026 to contract with Cost Advisory Services, Inc. (CASI) for FY26-27 and to approve the Completed FY25 Cost Allocation Plan, which lists a reimbursement amount of $46,023.00 and a CASI fee of $4,450.00.
On a motion by Marcus Fedler, seconded by Richard Young, the Board authorized the Chair to sign the CASI contract. Chairperson Jack Seward explained that CASI assists many Iowa counties in developing cost allocation plans that allow counties to collect reimbursement of indirect costs from the Iowa Department of Health and Human Services.
"CASI assists a majority of counties in Iowa, including Washington County, in developing cost allocation plans which allow counties to collect reimbursement of indirect costs from the Iowa Department of Health and Human Services," Seward said, summarizing the purpose of the contract and the plan. The Board then approved certification of the FY25 Cost Allocation Plan and authorized the Chair to sign the completed plan on a subsequent motion by Seward, seconded by Stan Stoops.
The plan lists a reimbursement of $46,023.00 to Washington County for FY25 and a $4,450.00 fee charged by CASI for preparation of the allocation plan. The Board recorded motions and approvals as unanimous; no dissent or amendment to the contract or plan was recorded in the meeting minutes.
Next steps include formal execution of the contract and any necessary administrative follow-up to apply FY25 reimbursement to the appropriate county accounts.
