Jasper County Board adopts FY2025-26 budget amendment, approves regional 28E agreement and purchases

The Jasper County Board of Supervisors voted unanimously Tuesday to adopt amendments to the FY2025-2026 budget and to approve several contracts and purchases that county officials said support public safety and road maintenance. Chairman Thad Nearmyer and Supervisors Talsma and Cupples recorded YEA votes on each action.
The Board adopted Resolution 26-19 approving the FY2025-2026 budget amendment and Resolution 26-20 approving the appropriation for that amendment following a motion by Supervisor Talsma and a second by Supervisor Cupples. A complete copy of each resolution is on file in the Jasper County Auditor’s Office, the minutes state.
Betsy Stursma and Alex Jacobsen of the Iowa Primary Care Association gave a presentation on Iowa’s new behavioral health system earlier in the meeting, though no formal action accompanied that presentation.
On public safety, the Board adopted Resolution 26-21 approving a 28E agreement between the Central Iowa Regional Tactical Team (CIRTT) and participating agencies including the Grinnell Police Department, the Jasper County Sheriff’s Office, Pella Police Department, Poweshiek County Sheriff’s Office and Newton Police Department. Supervisor Talsma moved the resolution, Supervisor Cupples seconded, and the motion passed unanimously.
County business also included approvals affecting county roads and equipment. County Engineer Mike Frietsch presented a sole bid from Thomas Trailers & Equipment for two RoadClipper by Diamond C tilt trailers at $17,293.26 per unit; the Board approved the combined purchase of $34,586.52. The Board also authorized the County Engineer to sign notification for work in the Iowa Interstate Railroad right-of-way for the Image Avenue Scrub Seal Project.
The Board approved the PPME contract for Secondary Roads effective July 1, 2026, through June 30, 2027, and opened and closed the public hearing for the first reading of the Secondary Roads FY2027 budget by unanimous vote.
Veterans Affairs Director Ray Maxey asked the Board to designate veteran parking spaces; the Board approved designated spots as follows: Courthouse (1), County Administration Building (2) and Community Center (2).
The Board approved a temporary liquor license for 2nd Ave. Social LLC at Country View Barn in Newton for June 18–22, 2026, approved claims paid through April 21, 2026, and approved the board minutes from April 14, 2026. No board appointments were made at the meeting.
In an open-session personnel item, the Board evaluated Ryan Eaton, Information Systems Director, noting his communication with staff and efforts to cross-train and streamline operations. In a subsequent work session, Engineer Mike Frietsch discussed replacing an existing 28E agreement with the City of Monroe covering 0.5 miles of S. 128th Ave. W. (County Line Road), noting the prior maintenance payment of $900 per year and a proposed increase to $2,000 per year with a 3% increase in year two and thereafter.
The Board recessed and later adjourned the meeting; all recorded motions carried with YEA votes from Chairman Nearmyer and Supervisors Talsma and Cupples.
