Commissioner (Speaker 7) said the board had already reviewed the bidding paperwork and moved to accept the recommended low‑bid contractors, noting the town had seen the necessary documentation. “I’ll be happy to go ahead and make the motion officially that we accept the McGill and Associates recommended contractors for the water intake and the raw water lines project,” the commissioner said.
Mayor Randy Huffman (Mayor) seconded procedural elements of the consent and later affirmed the board’s direction to keep the project moving while seeking details on financing. Staff described a plan to combine a 0% state revolving loan (originally about $6,735,000 with 25% principal forgiveness) with other grant funds to finance the intake and raw waterline, pending formal state approval and execution of loan documents.
Board members pressed for clarity on loan terms before fully committing utility ratepayers to debt service. One commissioner said it was important “that our citizens know exactly what this board would be voting for as far as encumbering our citizens with paying that loan back and the terms of that loan,” and asked staff to return specific loan length and repayment details.
The board adopted a separate motion to delegate signing authority to the town manager so that procurement and contract execution may proceed without awaiting a later meeting, but commissioners also discussed the option to place loan documents on the next agenda or call a special meeting if needed to finalize financing terms.
The motions to accept contractors and to delegate signature authority carried by voice vote. Next steps identified by staff included finalizing contracts, confirming low‑bid vendors in writing, and preparing loan or grant paperwork for board review or special meeting consideration.
