Matagorda County commissioners approve routine contracts, appoint deputy constable and honor officers

BAY CITY, Texas — The Matagorda County Commissioners' Court on July 7 approved a slate of routine financial and contract items, appointed a non-full-time deputy constable for Precinct 6 and passed a resolution honoring two county deputies.
County Judge Bobby Seiferman opened the meeting at 9:31 a.m. and certified a quorum. Commissioner Cook led the Pledge of Allegiance and Texas Pledge and Commissioner Frick offered the opening prayer.
The court unanimously approved the June 30, 2025 minutes. Commissioners then approved a resolution honoring Sergeant Jeremy Nash and Deputy Matthew Martin "for their heroic actions protecting and serving the citizens of Matagorda County." The resolution passed on a 5-0 vote.
The court voted 5-0 to appoint Geoffrey Gorski as a non-full-time paid deputy constable for Precinct 6 after finding it was necessary to have a deputy qualified in the same manner as a sheriff's deputy to handle the constable's office business.
The commissioners accepted a Right of Way application and bond from Windstream Sugar Land, LLC and approved a separate Road Use Agreement with Windstream; both items were approved and the County Judge was authorized to sign related documents. The court also accepted the 2024 Matagorda County Comprehensive Annual Finance Report as presented by KM&L, LLC.
Two Engineering Services Agreements with Scheibe Consulting tied to Texas General Land Office Community Development Block Grant-Mitigation (CDBG‑MIT) contracts No. 24-065-092-E768 and No. 24-065-093-E769 were approved, with the County Judge authorized to sign pending County Attorney review. Each agreement was approved by a 5-0 vote.
The court approved departmental invoices (County Judge and Precinct 3), authorized payment of bills, approved line-item transfers and approved emergency amendments; each action carried unanimously.
At 10:04 a.m. the court entered executive session under Texas Government Code Section 551.0725 to consult with county attorneys regarding deliberation of a contract being negotiated. The court reconvened in open session at about 10:30 a.m.; the minutes do not record any public action taken as a result of the executive session. County Judge Seiferman adjourned the meeting at approximately 10:31 a.m.
