City Utilities committee approves grinder pumps, on‑call restoration contracts and a wastewater pump purchase

Councilman Rush Yale opened City Utilities business and City Utilities staff described several procurement items May 5. Jennifer Lash, superintendent of maintenance, requested approval of a $330,000 special procurement to American Pump Repair and Service Inc. to purchase about 100 grinder pumps and related components to support roughly 1,800 grinder pump units inherited after the 2022 acquisition of the Allen County Regional Water and Sewer District. Lash said approximately 200 pumps have already been replaced and that buying the same make and model avoids costly modifications and ensures compatibility; the purchase is funded through the department’s operations and maintenance budget.
Eric Rupert (City Utilities) presented an on‑call asphalt restoration agreement awarding multiple contractors to provide timely pavement restoration after utility excavations; the combined not‑to‑exceed amount is $800,000, funded by utility revenues. Rupert said the on‑call approach shortens lead times and lets the utility prioritize arterials or other high‑priority sites.
Rupert also described a planned $272,713.17 purchase from Xylem Water Solutions for a new raw wastewater pump at the water pollution control plant; the unit replaces a 2004 pump, increases capacity by about 5 million gallons per day to roughly 25 MGD, and is the fifth of six raw pumps scheduled for replacement. Additional City Utilities contracts approved in committee included a concrete restoration contract (Mallet Contracting, approximately $265,160.45), a separate on‑call concrete restoration package (not to exceed $400,000), and a $208,477.42 contribution in aid of construction with Indiana Michigan Power to upgrade power for the Paulding Road lift station (New Haven will reimburse the bulk of the lift station construction cost, Rupert said). Each item was moved, seconded and approved by the committee.
