Matagorda County commissioners approve contracts, appointments and RFP schedule; enter executive session on security

Matagorda County Judge Bobby Seiferman and the four county commissioners approved a slate of routine appointments, contracts and procurement actions at their June 23 regular session and recessed into an executive session on a security matter.
In the meeting, the court reappointed Angela Cunningham and Commissioner Charles "Bubba" Frick to the Economic Action Committee of the Gulf Coast Board of Directors for terms effective Jan. 1, 2025, through Dec. 31, 2028. Commissioner Mike Estlinbaum moved to appoint Teresa Gibbons to that same committee for the same term; Commissioner Troy Shimek seconded and the motion carried 5-0. The court also appointed Erwin Janszen to the Matagorda County–Palacios Seawall Commission to fill the seat vacated by Mike Murray and retained the existing term of Feb. 14, 2022, through Feb. 14, 2028.
The commissioners authorized the transfer of ownership for a 9-1-1 Commercial Electronic Logging Recorder and corrected the June 2, 2025 minutes to reference Contract No. 24-065-092-E768 related to the Texas General Land Office Community Development Block Grant—Mitigation (CDBG‑MIT).
On procurement and contracts, the court approved an agreement with Vested Networks for the County of Matagorda Office Building (CMOB) and authorized County Attorney Matthew Sloan to sign, via DocuSign, the 2024–20247 Children Advocacy Center protocols and multidisciplinary MOU. The court approved Engineering Services Agreements with Urban Engineering related to CDBG‑MIT contracts No. 24-065-093-E769 and No. 24-065-092-E768, authorizing the County Judge to sign pending County Attorney review. Two similar agreements with Scheibe Consulting tied to the same CDBG‑MIT contracts were tabled for later consideration.
The court approved Request for Proposals 25-0001 for debris clearance and removal services and authorized publication with the following schedule: publication on June 29 and July 6, 2025; questions due July 15; bids due and opened July 22; and award on July 28, 2025.
The commissioners rejected all bids for the TxGLO CDBG‑MIT Contract No. 22-085-078-D342 (Flood and Drainage Improvements Project) and authorized a re-bid. The court ratified small invoices to vendors serving county precincts—$209.00 to Bay City Refrigeration, $49.97 to Matagorda Oilfield Specialty, $54.95 to Napa Auto Parts and $405.00 to Hickl Maintainer Service—and approved departmental invoices, payment of bills, line-item transfers and emergency amendments. All recorded motions carried by unanimous (5-0) votes as noted in the minutes.
At 9:56 a.m. the court moved into executive session under Section 551.076 of the Texas Government Code to deliberate deployment or occasions for implementation of security personnel or devices or to conduct a security audit. The court reconvened at 10:08 a.m.; the minutes record reconvening but do not report any public action resulting from the executive session. Judge Seiferman then adjourned the meeting at approximately 10:09 a.m.
