Commissioners approve landfill disposal rate, ratify contracts and reject single bid for Blessing Water Plant

The court authorized the County Judge to sign an agreement setting a 2026 disposal rate of $26.67 per ton for the Transfer Station with Waste Connections/Seabreeze Environmental Landfill; Commissioner Edward "Bubba" Cook moved the approval and Commissioner Troy Shimek seconded. The minutes show the motion carried 4–0.
Commissioners also ratified a User Agreement with TransUnion for the County Tax Office and approved two Engineering Services Agreements between Matagorda County and Lynn Engineering tied to Texas General Land Office CDBG‑MIT Contract Nos. 24-065-092‑E768 and 24-065-093‑E769. Those engineering agreements were approved to support mitigation-related projects under the CDBG‑MIT program.
On procurement for the Blessing Water Plant Project (TxGLO CDBG‑MIT Contract No. 22-085-078-D342), the court rejected a single bid and authorized publications to re‑bid the construction services after a motion passed unanimously among recorded votes. The minutes record the rejection and re-bid authorization but do not include bid amounts or bidder names.
The court also ratified a demand check paid June 10, 2025 to Government Capital Corp. for $118,875.90, approved the Treasurer’s May 2025 monthly investment report, and approved routine demand checks, line-item transfers, and emergency amendments.
