Matagorda County extends disaster declaration, approves emergency Starlink kits and hazard-mitigation planning

Matagorda County Commissioners extended the county’s Declaration of Disaster on Monday, approving a renewal that will run from June 16 through Sept. 14, 2025. County Judge Bobby Seiferman recorded the motion, which passed on a 4–0 vote with Commissioners Cook, Estlinbaum and Shimek concurring.
The court also approved purchase of three Tactical Starlink deployable kits for Emergency Management from Cogito Innovations at a total cost of $14,650.80. Commissioner Mike Estlinbaum moved the purchase and Commissioner Troy Shimek seconded; the motion passed 4–0. Commissioners described the equipment as strengthening the county’s deployable communications capacity during disasters and large-scale events.
In related emergency-preparedness business, the court approved an Interlocal Agreement with the Houston-Galveston Area Council (HGAC) for hazard mitigation planning and authorized the County Judge to sign documents electronically. Commissioner Estlinbaum moved to approve the HGAC agreement; Commissioner Shimek seconded the motion, which passed unanimously among the recorded votes.
The actions expand the county’s operational tools and planning partnerships during the extended local emergency period. No new funding line items specific to the declaration extension were detailed in the minutes.
